Stephen E. Arnold, president of Arnold Information Technology and a leading authority in database design and online systems (including systems for US West, the Thomson Corporation, John Wiley & Sons, and the White House), will join an outstanding list of speakers at the 20th Annual FLICC Forum on Federal Information Policies.

The Federal Library and Information Center Committee (FLICC) of the Library of Congress will host the all-day forum beginning at 9 a.m., Wednesday, March 19, in the Mumford Room of the Library's Madison Building, 101 Independence Ave., S.E. As the Forum's keynote speaker, Arnold will address the central questions of the day: "What is the current policy context for federal enterprise content management" and "What pending or future policy initiatives could spur the U.S. government to balance the attention and resources it expends on technology with equal effort and funding to manage the 'I' in IT?"

The FLICC Forum will then present a panel discussion of the ideal "content model" for federal agencies. Panelists include Chris Niedermeyer, U.S. Department of Agriculture, on the federal perspective on enterprise-wide architecture; Stephen Abram, IHS Group, on the Canadian government's content model; and Brooke Dickson, Office of Management and Budget, on federal, state and local cooperation.

The afternoon sessions will begin with a congressional keynote by Rep. William Lacy Clay (D-Mo.), who will discuss the "E-Gov" Act of 2002 and its mandates to improve both content and technology management in federal agencies by combining the power and ubiquity of the Web with the facility of classification and organization standards that are the staple tools of librarians.

In an afternoon panel discussion on how libraries contribute to enterprise content management, Eugenia Prime of Hewlett Packard will discuss corporate libraries; Peter Young of the National Agricultural Library will examine federal libraries; and Marlys Rudeen, Find-It! Washington, will cover state and local governments.

Jim Flyzik of Guerra, Kiviat & Flyzik, former lead IT adviser in the Office of Homeland Security and chief information officer for the Department of the Treasury, will discuss enterprise content management for homeland security. Donna Scheeder of the Congressional Research Service will close the forum with a wrap-up of the events of the day.
