March 8, 2004 Janice Lachance To Speak at FLICC Forum On March 25

Janice R. Lachance, executive director of the Special Libraries Association and former director of the U.S. Office of Personnel Management, will join an outstanding list of speakers at the 21st Annual FLICC Forum on Federal Information Policies.

The Federal Library and Information Center Committee (FLICC) of the Library of Congress will host the all-day forum on Thursday, March 25, at the Library's Madison Building, 101 Independence Ave., S.E. As the Forum's keynote speaker, Lachance will address the central questions of the day: What new competencies have professional information managers already developed to adapt to the swift pace of technological change and What additional skills will they need to traverse the new electronic world in the next decade?

The FLICC Forum will then present a panel discussion on selecting future librarians, defining the “informationist concept” and exploring enhanced and evolving e-competencies. The panel, featuring Artemis Kirk, university librarian, Georgetown University Libraries; Suzanne Grefsheim, chief, National Institutes of Health Library Branch; and Jane Dysart, principal and founder, Dysart & Jones Associates, will be moderated by Robert Martin, Institute of Museum and Library Services.

The afternoon sessions will begin with an executive keynote by Karen Evans, associate director for Information Technology and E-Gov, Office of Management and Budget. She will discuss what chief information officers and agency program managers are doing to advance electronic government and how information specialists responsible for deploying content can assist these efforts in their respective agencies.

The afternoon panel of Oscar Morales, chair, Federal eRulemaking Initiative; Deanna Marcum, associate librarian for Library Services, Library of Congress; and Judy Russell, superintendent of documents, Government Printing Office, will discuss policy issues they have encountered and progress they have made to improve content management of electronic information in the U.S. government. The formal presentations will conclude with a review of content rights management issues faced by government information providers, creators and consumers.

Donna Scheeder from the Congressional Research Service of the Library of Congress will conclude the day with remarks and action items.
