John Norton Moore, the Walter L. Brown Professor of Law at the University of Virginia, will discuss his new book, "Solving the War Puzzle: Beyond the Democratic Peace" (2004) at the Library of Congress at noon on Friday, July 30, in the sixth floor West Dining Room of the Library's Madison Building, 101 Independence Ave. S.E., Washington, D.C.
The presentation is part of the Center for the Book's "Books & Beyond" author series, which has brought authors of new books to the Library for presentations since 1996. Cosponsored by the Law Library, the program is free and open to the public. A book signing will follow the talk.
The author or editor of 25 books and more than 160 scholarly articles, Moore is the director of the University of Virginia Law School's Center for National Security Law and its Center for Oceans Law and Policy; from 1968 to 1993, he directed its graduate law program. Viewed by many as the founder of the field of national security law, Moore chaired the American Bar Association's prestigious Standing Committee on Law and National Security for four terms.
"Solving the War Puzzle" has been widely praised. Former Secretary of the Navy John F. Lehman called it "that rare national security policy book; an insightful examination of the theory and causes of war grounded in rigorous scholarship but tempered by the author's real world experience of statecraft."
Moore formerly served as the first chairman of the board of the U.S. Institute of Peace, setting up the new institute and chairing it through two presidential appointments to the board and the first board elections of the chairmanship (1985-1991). He also served as a U.S. ambassador to the United Nations Conference on the Law of the Sea, as a member of the U.S. delegation to the United Nations General Assembly and the Conference on Security and Cooperation in Europe in Athens. In 1990, Moore co-chaired the first talks between the United States and the Soviet Union on the rule of law.
The Center for the Book was established in 1977 to use the Library of Congress' resources to stimulate public interest in books and reading. For information about the center and the activities of its affiliates in all 50 states and Washington, visit the center's Web site at www.loc.gov/cfbook.
