February 15, 2016 Colleen Shogan, T.J. Halstead Named to Leadership Posts At Library of Congress

Acting Librarian of Congress David Mao today announced two leadership appointments.

Colleen J. Shogan is named the deputy director of National and International Outreach, (NIO). Shogan, previously the deputy director of the Library’s Congressional Research Service (CRS) since August 2012, has been the acting deputy director of NIO since September 2015.

T.J. Halstead is named the deputy director of CRS. Halstead, previously the assistant deputy director of the American Law Division (ALD) at CRS, has been serving as acting deputy director of the service since September, 2015.

Both appointments take effect February 21, 2016.

“Colleen Shogan is a very accomplished staffer, both at CRS and at our new division NIO,” Mao said. “Her skills in managing people and projects are important to this division, where the public frequently interacts with the Library, and its broad array of work. T.J. Halstead has provided a seamless transition at CRS. He brings to the position both an in-depth knowledge of Congress and broad management experience in the service.”

Halstead joined CRS in 1998 as a legislative attorney with ALD, where he specialized in constitutional law, administrative law and process, congressional practice and procedure, and congressional/executive relations. He has served as a CRS supervisor for nearly a decade, first as the section research manager for the Administrative Law Section of ALD, and since 2008 as the deputy assistant director for the division. Prior to joining CRS, Halstead served as a law clerk with the Kansas Attorney General’s Office.

Halstead also served as a staff fellow for the 113th Congress with the Stennis Center for Public Service Leadership, and as the president of the Capitol Hill Chapter of the Federal Bar Association from 2009-2010. He graduated Phi Beta Kappa from the University of Kansas, holds a J.D. from the University of Kansas School of Law and is a member of the Kansas and United States Supreme Court bars.

Shogan joined the Library in 2008 as a section research manager in the Government and Finance Division in CRS and served as the assistant director of the division before being appointed the deputy director of the service in 2012. She is also an adjunct professor of Government at Georgetown University, where she teaches a graduate seminar on American Political Development, and a published author, with two books and many academic articles to her credit.

Prior to joining CRS, Shogan served from 2006-2008 on the legislative staff of a U.S. Senator and taught political science at George Mason University and the University of Pennsylvania. She serves on the board of directors of the Presidency and Executive Politics research group of the American Political Science Association (APSA) and previously was president of the National Capitol Area Political Science Association.

Shogan holds a Ph.D., an M.A. and an M. Phil. from Yale University in Political Science and a bachelor’s degree in that field from Boston College, where she graduated summa cum laude. She was a member of Phi Beta Kappa, Alpha Sigma Nu and the Order of Cross and Crown. She is also recipient of an APSA congressional fellowship, a National Science Foundation fellowship and served as a congressional staff fellow for the 112th Congress with the Stennis Center for Public Service Leadership.
