February 16, 1999 Dale C. Williams Appointed Inspector General

The Librarian of Congress, James H. Billington, has announced the appointment of Dale C. Williams as Inspector General of the Library of Congress, effective February 16, 1999.

Mr. Williams is presently the Director of the Contracts and Controls Review Department of the Pension Benefit Guaranty Corporation (PBGC). As such, he oversees the Corporation's Contract Audit and Management Control programs. Prior to transferring to PBGC, he was the Deputy Assistant Inspector General for Auditing-Headquarters Operations of the Small Business Administration (SBA), where he was responsible for financial, performance and electronic data processing type audits. Mr. Williams was also the SBA's Eastern Regional Inspector General for Auditing. In addition to the nationwide oversight of CPAs auditing SBA participants, he was responsible for audits completed in the Northeast, with offices in Boston, New York, Philadelphia, and Washington.

He started his audit career with the Air Force Audit Agency in Wichita Falls, Texas, and was promoted (and transferred) to positions in New Jersey, Texas, and Washington, D.C. In 1982, he transferred to the Department of Housing and Urban Development (HUD) and worked in various positions throughout the Office of Inspector General. He was responsible for audits of mortgage companies and grantees.

Mr. Williams is a Certified Public Accountant in Maryland, a Certified Government Financial Manager, and a Certified Information Systems Auditor. He is a member of the American Institute of Certified Public Accountants and the Association of Government Accountants. He holds a bachelor of science degree, cum laude, in Accounting and Computer Science, from James Madison University and has done postgraduate work at Midwestern University and the University of Texas at Austin.
