Development began in May 1939 at Eleven Mile Corner, Arizona, to provide federal housing for migrant agricultural workers in the surrounding Casa Grande Valley. The "camp," administered by the Farm Security Administration, opened in March 1940, and by November 15, 1940, the camp newspaper, News, began publication. Each issue of the typewritten six-page newspaper had a drawing on the front page and was "printed weekly by 11 Mile Corner Migratory Labor Camp."
The paper usually included a letter from the camp manager, as well as news about school, sports, and the camp council. Residents were reminded to pay their $3.00 per month camp dues, part of which, the newspaper announced, would be set aside for a burial fund to support camp residents. The newspaper also reported on a new hospital at Eleven Mile camp, which the camp manager noted was "the only Farm Security Administration Camp in the Region fortunate enough to have a hospital in our Camp" (March 20, 1941). Other news included the establishment of a camp farm, described by the farm manager as "a cooperative project for the resettlement of farm families" (March 14, 1941). A group was learning about "cooperative farms…leases, water rights…securing loans, and everything else that pertains to farming in Arizona" (May 22, 1941).
Young women in the federal National Youth Administration (NYA) program were living in apartments at Eleven Mile camp, learning to decorate, sew, and cook meals. Several issues of the News included letters from an NYA participant to her mother. In one, she wrote: "Such a week as we have had. Tuesday was the worst. It began with the sewer pipes being clogged up. Next, the hot water heater stopped. Then we ran out of kerosene and the heaters went out." On a brighter note, she told her mother that "one place has been planted with nasturtiums and they'll be blooming soon" (March 14, 1941).
The newspaper wrote of upcoming celebrations for the one-year anniversary of the opening of the camp and reported that there were 552 families registered. The paper regularly listed the names of families who had moved into or out of the camp, sometimes including their origins, such as Oklahoma, Arkansas, Texas, and New Mexico. When publication of the newspaper stopped briefly in early 1941, the camp manager explained that since "some of the people who assisted with the work of printing the News moved out of camp it has been necessary to discontinue our paper for a few weeks" (March 7, 1941).
By the May 22, 1941, issue, the newspaper was titled Eleven Mile News and was "published weekly by the farm workers of Eleven Mile Corner Farm Workers Community." Gaps in publication were more frequent, with the July 22, 1941 issue – now only four pages – stating that it was "published every now and then." There are no extant issues after July 29, 1941, though it is unknown when the newspaper ceased publication.
