About El Federal (Tampa, Fla.) 1902-1903

El Federal was a weekly labor paper published for eleven months in Ybor City, Tampa, Florida from 1902 to early 1903. It was the official paper of the Unión Federal del Estado de Florida, an association of guilds related to Cuban cigar production in Florida. When the union disbanded, the paper was discontinued and the void it left in the press quickly filled by the Boletin Obrero.

El Federal was published from the union offices in the Centro Obrero, on 8th Avenue in Ybor City. Union members could pick up a free copy of the paper every Friday. The four-page paper was primarily in Spanish, frequently with one to two columns in Italian. The paper published editorials on the necessity of labor organization and passionate calls for workers’ solidarity. It also published official union news such as meeting time, orders of the day, and guild notices in the recurring “Sección Oficial.” The regular “Communicados” section contained local notices from the Ybor’s mutual aid societies. El Federal also published lists of names of union members and people contributing to the rebuilding of the Centro Obrero and announcements of new city residents, especially doctors from Cuba.

Besides local union and community news, El Federal frequently published content from Cuba, including reprints from Havana press, particularly the republican newspaper Patria and letters from individuals in Cuba seeking information about other Cubans known to be in Tampa. El Federal also published open letters concerning Cuban politics and labor situations and letters and notices from tobacco workers in Key West, Fl. concerning their local union and industry happenings. State and national news concerning the tobacco industry and its workers from English-language papers was translated into Spanish and reprinted. In addition to news, El Federal also published poems and scientific articles.

El Federal‘s content reflects a unique reading culture prevalent in the cigar factories of Cuba and Florida. Newspapers like El Federal, El Internacional, Boletin Obero, and La Gaceta were primarily read aloud in the cigar factories by lectores, or readers. Lectores often compiled and translated news from different, multilingual sources and in many cases, such as La Gaceta, papers were founded by lectores. Cigar workers voted on what was to be read to them and paid lectores themselves. The papers reflect the interests of a diverse workforce including local labor organization, political news from their homelands, theories of labor and economics, and Spanish-language literature.
