NAME: Defining Subfield $g in Field 751 of the MARC 21 Bibliographic Format

SUMMARY: This paper explores how qualifying information (a "Zusatz") can be introduced more specifically into MARC Bibliographic field 751 (Added Entry - Geographic Name). The approach outlined is the definition of a new subfield $g for "Miscellaneous information".

06/23/19 – Results of MARC Advisory Committee discussion: Approved for processing as a Fast-Track proposal within the next couple of months, pending MARC Steering Group review. MAC expressed broad agreement with this paper. It did fall within the MARC alignment subcategory of changes acceptable for Fast-Track proposals (//www.loc.gov/marc/mac/MAC_ToR.html).
In the MARC Bibliographic format, field 751 is defined as follows:
In the German Union Catalogue of Serials (Zeitschriftendatenbank, ZDB), field 751 is used extensively to provide information about the distribution place of a resource. In most cases a link to an authority record of the Integrated Authority File (Gemeinsame Normdatei, GND) is used to control the field. Some of the geographic entities have a heading with additional qualifying information, given as a "Zusatz", to distinguish headings from each other which are otherwise identical. This "Zusatz" is contained in a subfield $g (Miscellaneous information) of field 151 of the authority record.
The type of additional qualifying information is not specified: It may be a higher-level jurisdiction (e.g. "Perth, Western Australia"), or a type of geographic entity (e.g. "Luxemburg, Stadt"), or a part of a geographic entity designated by a direction (e.g. "Berlin, West"), or another type of "Zusatz" that is used for disambiguation.
In 2014, after the Discussion Paper 2014-DP03 and the Proposal 2014-04, subfield $g (Miscellaneous information) was defined as a repeatable subfield in fields 650 and 651 of the MARC Bibliographic format, and in fields 150, 151, 450, 451, 550, 551, 750 and 751 of the MARC Authority format. In addition, where $g was already defined as a non-repeatable subfield, it was re-defined as a repeatable subfield. Field 751 of the MARC Bibliographic format was not on these lists, and so it lacks a subfield $g for a "Zusatz", or "Miscellaneous information".
The approach taken here is to define a new subfield $g for "Miscellaneous information" in field 751 of the MARC Bibliographic format. The subfield should be defined as a repeatable subfield, in order to be consistent with the other fields, specifically with field 151 of the MARC Authority format to which field 751 refers. There are some instances of MARC Bibliographic field 751 with more than one occurrence of a "Zusatz".
It should be noted that in the October 2016 "Revised Final Report" of the "PCC ISBD and MARC Task Group" (PDF file, 86 pages, 1 MB in size, available online at //www.loc.gov/aba/pcc/documents/isbdmarc2016.pdf) field 751 (Added Entry - Geographic Name) is listed in "Appendix A" among the "Fields Which Require No Punctuation and Coding Changes". In light of this Discussion Paper, this estimation may need re-examination and reconsideration.
