Proposal No. 2020-FT01: Making Field 043 Repeatable

1. BACKGROUND

The PCC URIs in MARC Pilot Project is experimenting with and developing techniques and best practices for adding URIs in MARC authority and bibliographic records.  Participants have been adding URIs to many of the fields in which subfields $0 (Authority record control number or standard number) and $1 (Real World Object URI) have been established.  Participants have identified an issue regarding the use of URIs in field 043 (Geographic Area Code) that can be resolved by making the field repeatable.

2. JUSTIFICATION

In the MARC 21 Authority, Bibliographic, Classification, and Community Information formats, field 043 can contain a MARC Geographic Area Code (subfield $a), a local GAC (subfield $b), and/or an ISO code (subfield $c).  Authority record control number or standard numbers may be recorded in subfield $0 and Real World Object URIs in subfield $1.  However, when more than one code subfield is present in a record, it is not possible to associate a code in one of the subfields with a control or standard number or URI.  For example, if one were to record:

043 ## $a a-af--- $c AF $c AFG $0 http://id.loc.gov/vocabulary/geographicAreas/a-af

there is no way to associate the URI in subfield $0 with the MARC GAC in subfield $a. To remedy this issue, the field should be made repeatable. That would allow catalogers to code the MARC GAC and ISO codes for Afghanistan as follows:

043 ## $a a-af--- $0 http://id.loc.gov/vocabulary/geographicAreas/a-af
043 ## $c AF $c AFG

3. EXAMPLE

043 ## $a a-af--- $0 http://id.loc.gov/vocabulary/geographicAreas/a-af
043 ## $c AF $c AFG
151 ## $a Afghanistan

4. PROPOSED CHANGES

In field 043 (Geographic Area Code) of the MARC 21 Authority, Bibliographic, Classification, and Community Information formats, change the field from non-repeatable to repeatable.
