NAME: Adding Subfields $0 and $1 to Field 384 of the MARC 21 Bibliographic and Authority Formats

There has recently been much work done to develop techniques and best practices for adding URIs in MARC authority and bibliographic records. Subfields $0 (Authority record control number or standard number) and $1 (Real World Object URI) have been added to numerous fields. Where URIs may be available for a particular property, MARC ought to be able to hold them.
When field 384 was established in the Authority and Bibliographic formats (MARC Proposal No. 2010-04), subfield $0 was not included, even though the results of the MARC Advisory Committee discussion state that subfield $0 was to be added. When the field was revised in 2017 (MARC Proposal No. 2017-FT01) to make it repeatable and add subfield $3, the omission of $0 was not corrected. MARC Proposal No. 2017-08, which added $0 and $1 to numerous MARC fields, did not include field 384. Perhaps at the time of the proposal it was thought that authority records and RWO URIs would not be available for musical keys.
Wikidata contains items for musical keys, so Real World Object URIs are available for them. It would therefore be appropriate at this time to correct the omission of subfield $0 from MARC Proposal No. 2010-04 and to add subfield $1. Adding $0 and $1 would allow MARC records to support the identifier and IRI recording methods for the elements key of expression and key of representative expression in the beta RDA toolkit.
