1 photograph : digital, tiff file, color. - Summary: Photographs primarily show activities and events of the U.S. Congress mostly from 1988 to 2005. Congressional committee hearings and legislative markup meetings are a major focus of the collection and cover a wide range of topics including immigration, campaign finance reform, disability rights, gun control, health care, the budget, education, the military, tax reform, nuclear waste, foreign affairs, civil rights, computer security, congressional investigations and confirmation hearings for cabinet officers. Images of notable hearings include the White Water inquiry, Operation Desert Shield (1990-1991), the Clarence Thomas confirmation hearings, the Waco Branch Davidian Disaster, Vietnam War prisoners of war, and savings and loan association failures. Other subjects include press conferences, visits from foreign leaders such as Palestinian leader Hanan Ashrawri, Soviet President Mikhail Gorbachev and Pakistani Prime Minister Benazir Bhutto; State of the Union addresses and demonstrations and rallies on issues including abortion, welfare reform, free trade, fuel costs, low-cost housing, and the Tiananmen Square massacre. The impeachment of President Clinton, the Republican "Contract with America," the AIDs epidemic, the Iran-Contra Affair, the Oklahoma City bombing, and the September 11th terrorist attacks are also covered. Architectural images especially of the U.S. Capitol and other congressional facilities and federal buildings along the National Mall, and activities in schools, day care centers and health care facilities are also shown throughout Washington, D.C. Numerous portraits of Congress members and staff, world leaders, Supreme Court justices, U.S. presidents and first ladies, lobbyists, staff of national and local organizations, and cabinet members are found. Sometimes photo jobs focus on individual Congress members attending social events, parties and fundraisers such as the images documenting a day in the life of Senator John McCain. While primarily focused on Capitol Hill activities, the collection also includes images taken outside Washington D.C. which illustrate important legislative concerns. For example the subject of tobacco is covered by numerous images depicting tobacco farmers in North Carolina, teen age smokers in Illinois and state attorneys general involved in a tobacco litigation settlement. Environmental topics are illustrated by images of national parks, soil conservation and pollution. The photographers also captured images of congressional campaigns in Maryland and Pennsylvania, Washington State, North Carolina and other locations throughout the United States.

- Arrangement: Organized into three series: Photographs, negatives and transparencies (slides), and contact sheets.
- Arrangement: Negatives and transparencies are arranged into three groups: b&w negatives, color negatives and color transparencies. Within those groups, items are arranged chronologically. LC-CQ15 (35mm b&w negatives) and LC-CQ05 (35mm color transparencies) have Library-assigned sequential numbers. LC-CQ06 (35mm color negatives) has CQ-assigned sequential numbers.
- Arrangement: Photographs are arranged into three LOTS: LOT 15024 (Subject file photographs from the CQ Roll Call Photograph Collection (CQ portion)), LOT 15025 (People file photographs from the CQ Roll Call Photograph Collection (CQ portion)) and LOT 15026 (Congressional activities file photographs from the CQ Roll Call Photograph Collection (CQ portion)).
- Arrangement: The contact sheets are available as a browsing file in the Prints & Photographs Division Reading Room. Contact sheets are arranged into two groups: contact sheets made primarily from b&w negatives; and contact sheets made from color transparencies. Within those groups contact sheets are arranged chronologically by Library-assigned sequential numbers. If no contact sheet was available, a reference viewing copy (digital print) was made by Library staff and filed with the contact sheets. Note that contact sheets made from color negatives were printed in black and white. Surrogate pages for color slides were printed in color.

- The original CQ caption sheets for the b&w and color negatives are found in the supplementary archive portion of the collection titled Original Caption Sheets. When CQ did not provide a caption sheet for a negative, staff located the caption information on the Getty Images website and made print-outs which are included in the Original Caption Sheets collection. This collection includes some caption sheets for which CQ did not provide P&P with a negative or contact sheet. See container list: CQ Roll Call, CQ portion, negatives and original caption sheets.

- CQ was founded in 1945 by publisher Nelson Poynter (1903-1978) and his wife Henrietta Poynter. The initial goal of CQ was to provide impartial news reports on congressional activities to other newspapers. From 1956 to the spring of 1998 one of their major publications was titled Congressional Quarterly Weekly Report. In the spring of 1998 the title was changed to CQ Weekly. Some of the images in P&P's collection probably were published in these publications.
- CQ staff photographers include Douglas Graham, Scott F. Ferrell, R. Michael Jenkins, Richard Ellis, Mary Iuvone, Nathaniel Harari and others. Some photographs by non-staff photographers are found in the collection. For a more complete list see http://www.loc.gov/rr/print/res/683_cqrc.html
- Print copies of CQ Weekly are located in the General Collections (1/6/1956 to the present (incomplete); Law Library Reading Room (1987-1997 (incomplete)), 2000-2002 (incomplete); and the Newspaper & Current Periodical Reading Room: 4/2000-5/2000. An electronic version of CQ Weekly can be found at www.cq.com which covers 1983 to the present day. Graphics start to appear in 6/1997. The Proquest database offers abstracts/citations from 1/1986 through 7/2007 and notes if photos are present. EBSCOhost covers 1987 through the present day.

All images can be viewed at a large size when you are in any reading room at the Library of Congress. In some cases, only thumbnail (small) images are available when you are outside the Library of Congress because the item is rights restricted or has not been evaluated for rights restrictions.
As a preservation measure, we generally do not serve an original item when a digital image is available. If you have a compelling reason to see the original, consult with a reference librarian. (Sometimes, the original is simply too fragile to serve. For example, glass and film photographic negatives are particularly subject to damage. They are also easier to see online where they are presented as positive images.)
