An international meeting was held from November 1921 to February 1922 in Washington D.C. to limit naval armaments and resolve outstanding East Asian international political problems.  The conference produced treaties that ended the Anglo-Japanese Alliance of 1902, limited naval construction, and reaffirmed the principles of Chinese political and territorial integrity.  The two naval treaties, the Washington Naval Treaty of 1922 and the China Treaty (the Nine-Power Treaty), consequently gave Japan maritime predominance in the western Pacific and made possible significant reductions in navy and subsequently in army expenditures.

The displayed book is part of a multi-volume set of official and internal reports by the Japanese delegation at the time.  The reports were among 300,000 volumes of requisitioned Japanese language resources transferred to the Library from the Washington Document Center during the occupation period, 1945–1952.
