FEDLINK offers three (3) Serials Subscriptions Services vendor IDIQ contracts to provide services from FY2023 – FY2027. Using our Transfer Pay system, members can place Serials orders through FEDLINK knowing that they will comply with the Federal Acquisition Regulation (FAR). FEDLINK’s current Serials vendors are:
- Cox Subscriptions, Inc.
- EBSCO Information Services
- Prenax, Inc.

Getting Started with Serials
FEDLINK has three types of Serials orders:
- Micro purchases ($10,000 or less):
Orders with an annual value of $10,000 or less can proceed without a competition. To get started, request a quote from any of FEDLINK’s contracted Serials vendors and send the final quote to [email protected]. - Competitions (over $10,000):
Orders with an annual value over $10,000 require a competition to begin service. To get started, complete the Serials Competition Form and send it to [email protected]. - Option Year Renewals (over $10,000, N/A in FY23):
Only available in FY24-FY27, Option Year Renewals are for members that already completed a new competition with FEDLINK in FY23 or later, and are preparing to renew. To get started, request a renewal quote from your vendor and send it to [email protected].
NOTE: All orders require funding with a current Interagency Agreement (IAA). Submit your Registration Form to [email protected] today to begin the IAA process!
Customer Responsibility Receipt of Products and/or Services
As a FEDLINK customer you are required to notify FEDLINK if you do not receive the products or services ordered. Please also remember to review your FEDLINK monthly statements and invoices for accuracy. If there is an invoice discrepancy, notify FEDLINK immediately. FEDLINK relies on our members to confirm that the government has received the products and/or services ordered.
